HCTC Extension?  No good word yet……. if ever!

I recently received an email from dp3 about extending the HCTC.  It asked for me to contact members of the committee that now has before it a bill that has both a one and a two year extension of the HCTC attached.  I've already selected a group coverage from Delta but have not canceled my state qualified plan from Blue Cross.  If the HCTC is continued I will need the state qualified plan.  If not, the Delta group plan is the best option.  I have received a bill for January from Delta and Blue Cross for each plan.  Does anyone have any other information about this extension?  If I cancel the Delta insurance now, after the signup window is closed, will I be able to get Delta insurance in the future?

Mark,  These are all good questions and while I do not know for absolute certain here are a few thoughts.  With regard to the HCTC extension, I don’t see any telling signs that it will occur, so absent a last ditch extension, it will expire at the end of the year.  As of the 1st of the year your Delta insurance will take effect so I believe if you cancel out of your Delta insurance you would need a "life event" to re-enroll during off normal periods.  Therefore, since the bet for a renewed HCTC is a risky one (and I believe that it will not be renewed) I think it better to stay enrolled with DPMP.  See the HCTC site http://www.irs.gov/Individuals/HCTC:-Latest-News-and-Background   or do a search at govtrack.us and you will see nothing about renewal of the program.  The DP3 was just performing a service for the VEBA guys with Cone Insurance and passing on a hopeful last ditch effort that Cathy Cone was promoting.  I think it will prove to be non-productive and fully expect the expiration to happen as per current law.   Hope that helps.
